Belt loosening....

Can't loosen my serpentine belt, on my 89 4L. In the Haynes, it says to loosen the bolt and nut above each other on the power steering pump bracket, and then loosen the adjusting bolt. I did that and nothing seems to happen. Do I tap the adjusting bolt to make something or............?
 
First off, remove the air filter box, it's a lot easier to work with that removed and it's fairly easy to do. Second, there are two bolts on the back of the PS pump that need to be loosened, then the one on the top in the front, then on the adjusting bolt, there is a nut on the front of the adjusting bolt perpendicular to it that allows it to slide, loosen that bolt, then you can loosen the adjusting bolt and it should slide easily.
