Is it normal for the radio to catch fire when you turn it on? The manual doesn't mention it.

You not supposed to let the smoke out the wires man....
All electricity really is, is smoke trapped in the wires. If you don't let it out, it flows from one object to the next and powers it on the pressure from the smoke. Now if you let the smoke out, it's now lost it's pressure and can no longer work...
It's a joke...
All is OK right? No body is hurt and the Jeep is unburnt??

I'd pull the fuse immediately, until short is found. Or replaced with a real head unit.
