Tow hook bracket question

OK so last night i threw my brackets on and i noticed that when i was about to put the bumper back on that if i put the hooks on the bottom bolt for the bumper wouldn't go in. If i got some washers at lowes. could i just stack a couple in there to clear the bolt.

Sounds like it will work.

well i did it any ways, I will see how it does the first time they are needed
