What is the deal with these brackets

I bought a set of Hi Country tow hook bracket with regular tow hooks. My jeep is not here because I drove the county car home. BUT I just tried to install the tow hooks to the bracket like the instructions said and the holes are off just enough that the bolts will not tighten down. If the tow hooks will not go on the bracket I expect none of the mount holes for the jeep will line up.

Any one have any experience with this product.

It sucks but it's not the end of the world. Break out the dremel.
