not the tie-rod end itself, but the linkage it's attaching to. it usually frees the tie-rod end and it will fall right out. works for trac-bar too.
Are you trying to remove the tie rod ends or are you trying to move the adjuster in the center of the tie rod? Use PB penetrating lubricant (let it work for awhile) and if you are removing the tre then use a pickle fork and a large hammer. The adjuster should move after loosening the bolts but may require some heat.
if your trying to adjust the alignment you dont have to take off the tre, just loosen up the end peices of the center tube and spin them untill the toe in/out is right, you may need some heat though,.
