AW4 Pump Shaft ???

I currently have a bad AW4 in my 89 XJ. I got another one from a friend who is not sure of the condition with 138,000 miles. My question is on the input shaft on the front of the trans that slides in to the torque converter. There are basically two shafts, one inside of the other. The smaller shaft, the one on the inside turns freely with little effort but the bigger one on the outside does not turn at all even with lots of effort. Is this normal and just requires engine torque to turn or should it turn freely with little effort as well. Would really like to know before I pull the old one out and put the new one in.

The outer shaft is the stator suport, it's not suppose to turn.
It holds the stator in the torque converter.
