cleaned nss, WAS hard to shift, loose bolt = okay?

So I cleaned up my nss, slapped it back on, and tried to shift. Stuck in park. So I loosened up the 12mm bolt on top, and now its okay. The nss moves back and forth now when I shift. But everything works fine. Is the bolt supposed to be loose to allow it to move? :huh:

Happened to me when I put mine back on. I took it back off and then put it on again, making sure it was straight this time, and not crooked at all, and everything worked fine again.

So it shouldnt be loose and I just have to adjust it to the right spot?
