poor fuel mileage

i just got a 94 cherokee a few weeks ago, and im getting poor mileage like 9-10 mi per gallon. what is the average around town mileage? and would a bad fan clutch cause it to be less than normal.

I get about the same right now, but its mid winter in the mid teens most of the time and I only drive 2-10 miles at a time, not good for an engine at all. I get about 13-15 in the summer with more driving and longer trips.

I would just start with tune up type things, air filter, oil change(synthetic switch maybe), plugs if your idle is not great, O2 sensors maybe, and a soft foot doesnt hurt.
