98 XJ Sport Muffler mount?

So when i bought the xj few months back, it came with U-Haul trailer hitch. I crawled under the jeep to check out where the weird vibes were coming from and I discovered that whoever installed that U-Haul hitch was on crack. It is totally rigged wrong, bunch of pipe clamps hold the muffler to the hitch. So where is the muffler supposed to be clamped to? I'd like to take this hitch off...

the hanger is pretty close to the place where the hitch mounts, so they might have done it like that to try and keep it from rattling.

i got a 98 a few months ago also with a uhaul hitch and the tail pipe was bungy corded around the leaf, wft, retards couldnt put a clamp around the bracket, lol, but the bracket was right there,

Yeah when it's really cold the muffler rattles which bugs me alot
