smog check/fuel economy questions

OK, so I just passed my smog check with flying colors:
% CO2 14.9 at 15mph 15 @ 25 mph
% 02 0 at 15mph 0 @ 25 mph
HC (PPM) 15 @ 15mph 3 @ 25 mph
%CO 0 @ 15 mph 0 @ 25 mph
NO (PPM) 0 @ 15 mph 0 @ 25 mph

The smog check guy made two comments:
1. I run cleaner then new (do I?)
2. I run a bit too clean.

He also made a reference to the fact that it does not appear mechanical and the only thing he can think of is I either get too much air or my tires have not enough pressure.

Does either one of these two make sense to you guys? I'm desperately trying to get out of the 12 ~13 mpg hole which I fell into recently. I know it's not tire related as I was getting that with both 33's and 35's (yes, I replaced the speedo gear to match the tires). I haven't done any modifications recently to it so there should be nothing really causing any problems there... so.... what gives?

Oh yeah it's a 97 4.0 with AX15 and 4.88's on 35's. And before someone blames the gears or something... I used to get better mileage.
