Can someone please set me straight. If I have 2 different 15X7 rims. One is 5" back spaced and the other is 4" back spaced. Which rim when mounted will stick out farther outside the wheel well.

4" will stick out further

The lower the backspace number (in inches) the further the tires will stick out.
