It is actually not a bolt, it is pressed in. I cut mine down and used a small tie-rod end remover to press it out. Just make sure not to cut it to short or you will have to get creative when you run out of threads on the remover. (don't ask how I know)
I cut both sides off mine way back when. That left a little 'donut' in the swaybar mount, which was popped out with a bullet-nose fitting on an air chisel.
