Idle Problem?

Is my Jeep idling low if it's at 200-300 rpms when I sit at traffic lights and such. It seems like maybe it is because it heats up to 230 240 degrees on a hot day(90+) when I let it sit but as soon as I get rolling again it's back down to 210 degrees. Is this an idle problem or somethin else?
 
what year jeep usually helps.

have you done a tune-up and cleaned the throttle body, IAC, and CCV lines?

yes you can adjust idle, at least you can on a 87-90, but it is not commonly done and its does not fix anything. there is a small screw on the side of the TB that is covered by wax/plastic that can be turned, but it is not advisable.
 
First guess would be IACV....
