Would a shock with a compressed length of 14.75" and a extended length of 24.5" be long enough for a 3.5-4" lift??

They would be about right for the rear, but a little on the short side for the front but could still work. If you are bumpstopped properly, the compressed length would be fine front or rear. Extended would be fine in the rear, but an extra inch or two extension in the front wouldn't hurt. I have OME LT's front and rear with 5" lift, and the compressed in the front at 15.43" isn't a problem, but the 26.63" extended could be better, but I think any long and the coil would really unseat and be pretty much worthless anyways, so 24.5" with say a BPE in the front would be just about right for your lift height of 3.5-4".

Ok what about a compressed length of 14.3 and an extended length of 22.8 with a JKS front shock converter(will add 1") for the front with a 2.5" lift??
