Front sway bar bolt

It seems that my front sway bar bracket (on the frame) has busted loose fromthe nut (nutsert). Is there a way to get a nut in there without cutting and/or welding a big ol hole in the frame??

Removing the sway bar isn't really the option I want to hear, this is a DD and I value not rolling.
 
I wonder if you could tack weld a piece of thick wire to a nut and slip it in one of the slotted hole on the side of the “frame” that the T-hooks go into, or can ya get one in though the front with out taking off the bumper? Just something to think about…I really don’t know. i would go look but it's cold!
