Noob question about valve stem seal installation

A hopefully quick question about installing valve stem seals. It's been a while since I disassembled the head and I can't remember if the valve stem seals are pushed all the way down over the valve guide where it sticks out of the valve seat or do they just ride on the valve stem just above the valve guide? I'm thinking the former but that would also mean the valve guides get no to verly little oil?

I used a deep well socket and rubber mallet to seat the valve seals. They will bottom out so don't use too much force or they will distort and not seat correctly.

Yes, they are supposed to be seated, there should be enough oil flow through the pushrods to lube everything under the valve cover I think.
