Sluggish cruise control in cold weather

I have a '98 that I use to drive from Tahoe to Reno and back almost daily know...
My cruise control is getting rather sluggish this winter (at least until the Jeep thoroughly warms up) and I am at a loss as to why.
Could it be that the cables are merely needing cleaning and a good cold weather lube? Any thoughts or past experiences?

Sluggish as in response to speed control, or sluggish as in button operation? My 98 is suffering from the latter.

It is sluggish in regards to speed control. It is taking longer to accelerate using the steering wheel control. Last night, it almost did not even accelerate right within the first three minutes of operation. Of course, like always it worked fine after fifteen minutes of driving...
