Horrible clicking from dash- Relay gone bad?

Guys I have this horribly annoying clicking sound coming from under my dash roughly around the area of the drivers left knee. I've torn my dash apart thinking it was a loose panel, but the sound is still there. The sound is similar to a turn signal click but very eratic and non-consistant. It comes and goes while I drive, I hear nothing while stopped. My thought now is an eratic relay under the dash, does this sound possible to anyone. Have not found anything similar enough from search. Any help or past experience is much apprieciated.
