Air Container in Bumper

I was doing some work on my Cherokee and noticed that there is some sort of plastic air container in the bumper on the passenger side. What in the world does it do and is it possible to move or remove it? My bumper is fairly beat up and this plastic thing isn’t going to stay in place much longer.

vacuum accumulator. it runs the HVAC motors and cruise control if you've got it.
No, you can't remove it.
Yes, you can relocate it. get some suitable rubber hose.
