IPF Headlights...Weird

I just left the mall. My driver side headlight is dim, not burned out. The highbeam light is half lit. These are IPF Headlights with the reg. bulb in them. It looks like there is sunglasses on the drivers side. Weird. Any help would be great. Thanks. Juice
