4cyl 5 speed mileage??

I got a line on a cheep 94 4cyl 5 speed that is bare bones. I am thinking of picking it up and running it as a stripped down DD. Whats the best setup, tires, intake, exhaust, etc. to get the best mileage out of it. What should be expected stock, I realize it won't get there fast, but thats not what I need, just a daily cruiser, and why get a import when I could drive an XJ?

Not an XJ but we have a couple of TJ's and YJ's, both 2.5L 5 speeds, all get over 20mpg combined hiway/local driving, smallest has 30x9.50's.
