Another hitch receiver question

The hitch I got from a fellow member attaches to the frame but also has a bracket the attaches at the center. That bracket doesn't seem to fit right on my 95. Do they all have that center bracket? Can I just cut it off?

I'm looking at it some more and I think I am trying to install the hitch too far to the rear. The nut strips come out to the rear lip but I think the hitch goes a set of holes further to the front which will then allow the center bracket to work. Now I just need bolts.
