Mystery ground wire

I found a ground wire that was cut? about a foot long on upper driver side steering column mounting bolt, it has a large factory connector. not to be confused with small ring ground under dash just above hood release. Any ideas where this went to? 89 Loaded Limited 4.0 renix

He's from Florida? (Daytona Beach area) and obviously would not need it.:confused1
 
Daytona beach area... wow i lived 5 yrs down ther.. the best junk yard in the world with lots of XJs is there (speedway u-pull it)

You know, you're absolutely right! A hurricane would decrease air pressure thereby simulating a high-altitude condition.
