All the membership renewals and signups are held at the national level: https://secure.naxja.org/html/naxjamemberapp.htm . Every so often we bring the forms out to the events and collect the money for convenience to new signups, but we still mail them out to the national membership coordinator so I guess the answer is that local SoCal Chapter Officers don't collect the money.
 
I renewed two days ago for two years.
