AC heat panel to non AC heat panel

I have a 90 MJ. It had AC, all the refirgerent was gone and i didnt feel like finding out why so i pulled the condensor, lines and all that and im going to make OBA with the compressor. So at the junkyard the other day I grabbed a Non ac heater panel. I put it in and it doesnt work at all, all I can get is the floor vents, in "vent" it sounds like its blowing air behind the dash, so I assume the flaps arent opening right. Anyone ever get one to work?

I've got an 87 MJ that didn't have air from the factory. If you want I'll take look this weekend and see what rods move when I move the sliders. I've got to fix my dahs anyway.
