eratic power surges

Okay. Well I am stumped. I can be driving down the road, minding my own business and hit a small bump and my motor surges 500 to 800 rpm's the settles right back down, only to do it again on the next bump in the road. I have already tried adjusting the TCV valve and that did nothing to help, fluid levels seem okay. What gives?

Had similar problem with 92 Cherokee 4.0 fi. Cleaned intake and throttle body. Helped soem. replaced fuel filter. Cured problem.
