97-01 Fuel tank skid

This might be a stupid question, but here it goes. I have a factory fuel tank skid for my 2000 XJ. I just wanted to know if you install the skid plate then fallow it by the class III hitch. Or is it the other way around. Thanks.

Leave the skid plate on the jeep, support it, remove the bolts that hold it up, push up the hitch over it and then reinstall the bolts.
