stock hose elbow.

there is a hose elbow that connects to my air filter case & connected to a longer hose that goes to the top of the block..
(that is all cracked & kinda oily?)

is this a big deal?

Does the hose terminate at the top of the valve cover? If so, sounds like your CCV hose. Helps send blowby gasses back into the intake to be burned off. While not a major thing, I would fix it to avoid an oily mess inside your engine bay as well as avoiding the possibility of moisture getting inside your crank case.
