Electric fan stays on

I started the jeep for 5 min, across the street came back, shut the truck off and the fan is still running. I bumped the starter 2 times then it wouldnt even crank, it was a corroded + cable, the fan is still staying on. I took the relay out it still runs. I pulled the 40 amp fuse, it turns off. What ya think it is? Any suggestions would be helpful 1999 4.0 automatic
