Low Voltage Feed for fuel pump relay

Ok, The orange wire from the relay goes to the fuel pump, the Red wire is the voltage source to the relay. We have 9.5 V on the red wire and the fuel pump will no work. We can jumper a wire straight from the battery (+12V) terminal to the orange wire at the relay and the pump works fine. Without trying to trace the red wire everywhere to find out where we are dropping volts. Please give any pointers on where we should look and what could be causing the voltage drop. Using the schematic, we have traced the red wire to the ECU and there is 9.5 V there. Please help..

Have you measured the battery voltage. One shorted cell would be 10v.
BTW the red wire comes directly from the battery, the relay is activated by the ECU by grounding it.

My 87 had odd voltage at the pump and it was a partially burnt fusible link.. There was also a spider web of splices in the wireing harness on the passenger side near the firewall in the main wire loom. They were all corroded.
 
87 4.0L 5 speed pure stock (but working on fixing that)

Thanks. gotta deal on it cause it had been setting for a while. found the problem under the coolant bottle.. nice corroded red wire where it was spliced together. fired right up after reconnecting the wires.. now on to a tune up (running rough) and complete fluid change
