hard steering when cold?

what could cause my 91 xj to be really hard to steer for the first few turns of the wheel when its cold . its about 30 degrees out in the morn right now.

Its a cold thing, the power steering fluid gets thick just like motor oil does. Not sure if they make synthetic fluid, I would assume they do. You might also try changing the fluid. Low tire pressure due to ambient temp will make it steer hard then get easier as the tires warm up and air expands.
 
I used a turkey baster and sucked out the old fluid and refilled it with Lucas power steering fluid. It really seemed to help a bunch plus my pump is quieter.
