Broken Spring Bolt

While I was removing my old leaf springs today, the rear upper shackle bolt broke. It broke flush with the nut that welded to the frame.

Can you drill through these bolts? I know they hardened, but my plan is to drill out the bolt an possibly re-tap the threads.

Any other suggestions???
