I think he meant "obd scanner" like it is a certain scanner model or brand. There are many brands and models of "obd scanner". Name the brand and model or post a link and Im sure someone will know...

I know what he meant, but he didn't post a link to any brand or model so there's no way to know what scanner he's referring to.

I bought one from the matco man that has codes with definitions and you can read data as well as erase codes it works good and is comparable to the ones for around 129.00 at auto zone. The obd II scanners are generally 96 -04 vehicles.
