d44 axle seal- Is it seated?

'87 30 spline cherokee Dana 44 axle drum brakes. I just put new bearings and seals on and I am putting the shaft back into the axle. Is the axle all the way in? There is 1/8" of the seal sticking out past the drum backing plate. I tapped it with a mallet but nothing changed. I also made sure to put the correct length axle on either side.

Don't flame if the pic doesn't work. It was fine in the test forum.
SHould the bearing be lower or what? There is 7/16" clearance from the seal to the lip of the axle flange.
