IMO you need to get the shocks. The answer is YES. Even when doing a Budget Boost you really should get new shocks. Im pretty confident that no one on this board is going to say that stock shocks are ok for a true 3 inches of lift. I think it would be driveable but it wont be a good ride and you will have practically ZERO downtravel.
If you dont have the money for shocks then wait on the lift until you do.
I would say buy new shocks now. If you don't now you will later. Something will have to give sooner or later if you wheel with the stockers. Plus, It'll be a good time to repace them while you got it apart for the lift.
