blowing heat

i have a 97 xj and when i am driving down the road heat is blowing out of the vent at my feet, when i am stoped or going slow it does not happen. the hot/cold control knob is turned to the cold side and i have the ac/heater knob set on off.
any ideas?

same here, also alot of heat from the center console
 
I dont know about your 97 but with my 95 I had the same problem. The special little zip tie that held the vacuum line down by the battery broke. The line rubbed on the underside of the battery and got a hole in it. Mine was in a tight area. Simple fix? I cut a piece of nylon tubing like a cork screw on both ends and just a slit down the side in the middle. Its worked for 2+years
 
The default position when there is a lack of vacuum is defrost.
 
that's what I thought.

I can't figure why it would throw heat out the drivers footwell...
Intrestingly, it only does it if the windows are open... litterally, if the windows are closed, all is dandy...
Put the windows down, and heat starts coming from the drivers footwell...
