Swapped in a WJ m/c and Booster, still no brakes.

Finally remove that crappy Bendix system in my 89. Found a write-up were a guy used a WJ brake booster and m/c. Installed those and now no brakes. I should say verryy weak. I used the original p-valve, new ss lines f/r, new brakes on the rear D44. Bled it several times and when I start it up, no brakes. I did not swap the pedals. I even swapped in a 87 XJ booster m/c and got the same results. I'm wondering if it's the ABS p-valve.
 
i used the origanal p valve and had problems too.
eventually i reduced the spring inside and that brought the brakes back in line with a stock feel.

Not saying that what's wrong with yours just that's what I did.
Do you have the lines going to the right ports, that makes a huge diff.
