Break line in rear of MJ

Can anyone tell me what the device is in the rear of my MJ that the break line goes into? It appears to have a leaver on it that can be moved by a cable of some sort. My cable is missing and it is zip tied in the horizontal position. I don't remember on of those on my 93 XJ.

It is a load sensing brake proportioning valve. It should be connected to the rear differential housing via a simple linkage such that when you are carrying a load in the bed it provides more braking force in the rear. When the load is removed and the suspension lifts back up, it reduces the braking power to the rear wheels.

Do a search to learn about the ways to bypass it.
