just want to double check what i'm thinking... i beleive my PS pump is dying it whines a little nothing super loud but noticible when i'm on the trail and the tires are wedged slightly i can't stear the wheels (like having manual steering). but once i start mooving it free's up and all the power is back like it has a major flat spot sometimes. am i right that it is the pump or could it be the box
 
My guess would be yes, your PS pump is on the way out. It's symptomatic of some problems I was having with a NAPA replacement pump I installed on my '98. A bitch to turn at a standing stop, but was fine once you got rolling. Parallel parking was really difficult too....

I replaced the pump with another, and my turning issues went away. Only thing was that the replacement pump leaked in the rear. The third pump that went in worked fine....

....As you may have gathered, I had bad luck with NAPA reman PS pumps. I'd looked elsewhere for a replacement...
