3rd gear position on AutoTrans

i've got a 2000 XJ with the 4 speed auto that i believe also has the lockup converter. with it in 'D'rive, it shifts 3 times into 4th and then i feel the converter lockup. with it in '3', which is supposed to be 1-2-3 i feel 3 shifts.. like it shifts 2 times into 3rd and then the convert locksup.

is the converter lockup supposed to also occur when in '3' position?

My 2001 will lock up in 3rd, but only if I'm going 42 mph or faster.
