What is this yellow box (pic)?

This was in (sitting on the floor) the 87 XJ I just picked up. It was not connected to anything and the Jeep runs, but not well.
It has a three adjustment screws marked with "Low Speed SW. Adjust", "Centering ADJ." and "Sensitivity ADJ.".
So, what is it?

Cruise Control box.
