Would '99 XJ have an inertia switch on fuel pump?

Guys, my '99 XJ (rebuilding after a wreck) will crank but won't start. If I squirt a little starting fluid in the throttle body, it will go ahead and run until the starting fluid is gone. I'm taking that to say that it's not getting any fuel. Would it have an inertia switch that would shut off the fuel pump in the event of a wreck? If so, how do I reset it?
 
There is a rollover valve right next to the fuel pump.
Section 25 of the shop manual says:
The fuel tank is equipped with a rollover valve.
The valve is located on the top of the fuel tank (Fig.
1).
OPERATION
The rollover valve will prevent fuel flow through
the fuel tank vent (EVAP) hoses in the event of an
accidental vehicle rollover. The EVAP canister draws
fuel vapors from the fuel tank through this valve.
The valve cannot be serviced separately. If replacement
is necessary, the fuel tank must be replaced.

Seems extreme but I hope this helps somewhat.
