I first tried mounting the wheel carrier to hatch via washer arm, this helped.
Then installed stabilizer bolts from Hi-Lift jack to the tire its self and this helped.
The final solution, was really obvious, but took a while for me to see it.
Found the proper sized drop hitch and just flipped it over. It is tight enough to have to air the tire down to install the hitch. Once in the tire is aired up and now it is super solid. End of problem, finally!!! Nice additional feature if you got a welder is getting a weld on D-ring from Tractor supply and add the recovery loop.
