I don't show a reamer or end mill with that taper in any tool catalog. Any idea where to get one?

I got one from a guy on ebay. It is good quality. His name is XKUT and I think he has a ebaystore. It was around $40 if I remember right. I've used it several times and it is still as sharp as new.
