oil in distributor??????

I decided to change my distributor cap and rotor. I recently changed the plugs and wires. After pulling the cap I found some oil under it. It is thick and black, should it be there? If not what are the possible reasons?

Possibly the rubber o-ring round the middle is shot?
 
This is normally caused by an engine that is getting older, has blowby and the vents on the valve cover are plugged. Start by removing the valve cover and clean the vents, then make sure the large diameter hoses leading over to the air cleaner are also free from obstruction. Things vary a little from year to year, but the process is similar.
