OEM Fender flares installation

I took off my flares when I did all the body work on my Jeep. Now that it is painted, I would like to put them back on, but I'm having a heck of a hard time. I broke every nut off the fastener strip to remove the flares. And to make matters more difficult, how do I line up the inner fender skirts with the flare?

If you have access to a drill press, you can drill out the broken studs and tap the holes to thread new bolts in from the back side. Once the new ones are in, either tack weld the heads or epoxy them in place so they won't spin.
