No Fuel= problem

So far this is what I have done,
Put half tank of fuel in tank.
I replaced the fuel pump itself and the screen on the end of it.
Tried to start and no luck.
Took off fuel line at injector end, no fuel delivery when cranking over.
Put line pack on and took line off before the fuel filter, still no delivery.
I then checked the vent lines and they were clear.
I also disconnected the return line and blew through it and it was clear.
I can hear the pump running when the jeep turns over there just isn't any fuel coming out of the tank. I was told that the regulator isn't telling the pump to send fuel.
Where is the regulator located? This is on an '89 4.0 with 5 speed.

Regulator is located on the fuel rail itself, where the vacuum line runs to.

are you sure you have power to the pump and are you sure the pump is running? is the fuel flowing into and out of the fuel filter. it could be stopped up.

i just thought of something. i think the hose came off the pump inside the tank or the clamps are loose. remove the pump and check for that.

I am getting ready to pull the pump and put it in a coffee can of gas and see what is happening.

The aftermarket world wires the fuel pumps backswards from the factory. It works now. Thanks for helping
