looking for a 3" kit, ideas?

A good buddy of mine just bought a 1998 and wants to put about 3" on it. He only wheels 3-4 times a year during the summer. Wants it mostly for look, but functional off road. He is not looking to spend a lot of money around $400 or less for everything incluing shocks. Any suggestions and where to get the best price? Thanks. Also if anyone one has anything used in good condition thats good too. I'd give him mine but its pretty ugly. Price and look are biggest concern here.
