can anyone tell me if the filter in a 98 suppose to last the life of the vehicle since it is in the tank as part of the sending unit?

Not the life of the vehicle just the life of the sending unit!! Just kidding. I have the same question for my 2000 model.

It's supposed to last the life of the fuel pump -- whatever that is.

I just replace my fuel pump yesterday on my 99 with 103,000 miles. The filter was pretty full
