Can not using the special shouldered bolts for the CPS prevent it from functioning correctly? My jeep is behaving like the CPS is bad but, it is brand new. I have fuel preasure but no spark. I just want to get my stroker broken in but I can't get it to start. TIA
 
Yes.

The CPS has to sit in a very precise relationship to the notches on the flywheel in order to send the correct signal for the ignition and injection timing. If you don't use the special bolts with the shoulders, the mounting flange is a loose fit and can be a couple of thousands of an inch off. The engine will probably run, but not at optimum performance.
